The City of Moncton is seeking proposals from qualified professional consulting firms with demonstrated experience in mechanical engineering, arena HVAC and heating systems, refrigeration heat recovery, energy efficiency, building controls, and related building-system upgrades. The Consultant will assess the existing heating and associated HVAC infrastructure at the Moncton Coliseum and complete an Investment Analysis Report evaluating four (4) heating system scenarios, including two (2) City-identified options, one (1) Consultant-developed alternative, and one (1) like-for-like replacement option. The analysis will consider capital and lifecycle costs, energy consumption, greenhouse gas emissions, operating and maintenance requirements, reliability, maintainability, risks, regulatory requirements, and overall value to the City. The Consultant will recommend a preferred heating system solution that supports the renewal of aging infrastructure while providing opportunities to improve energy efficiency, reduce greenhouse gas emissions and operating costs, and utilize available refrigeration plant heat recovery. Subject to City authorization to proceed, the Consultant will also provide design and implementation services for the selected option, including conceptual design, design development, tender documents, cost estimates, tendering support, construction administration, commissioning support, and post-construction/close-out services, as detailed in the RFP. |
