The purpose of this Request for Proposal is to engage the services of a qualified, professional, and knowledgeable firm with experience with process waste lagoons to complete a comprehensive review and assessment of the residuals lagoons at the water treatment plant in Turtle Creek, NB., to determine the most efficient way to dewater and remove sludge from the east lagoon at the Moncton WTP.   This sludge has not been dewatering properly for a number of years.  In addition, the criteria for disposal at the local landfill have changed, and the sludge is no longer compliant; alternative disposal methods will need to be identified.
