The City of Moncton seeks a Consultant to research and develop a high-level electric mobility strategy (the "Strategy") to assist in meeting the City's greenhouse gas reduction goals. The central question to be addressed by the Strategy, in as much detail as is possible within the stated project budget, is:

"How can the City of Moncton best enable electric mobility technologies to reduce the greenhouse-gas emissions currently produced by internal-combustion road vehicles?"
